[Employee setup-ACCURED HOURS]-
1# In accrued hours screen the assign hour categories are disabling in the below 
   scenario.
2# Start receiving date from date should accepting any format like(22222)but it 
   should only accept MM/DD/YY

Steps to reproduce:-
1.open the employee setup and click on accrued hours screen and assign  hour 
 categories and give some rate like 10 and  Start receiving date from like (22222)and click on save button.
 
excepted result:- the employee should not save and show the pop-up msg like these

actual result:-the employee was saving and pop-up msg was not showing &assign hour categories are disabling.
