Create vendors, including non-1099 vendors, with all required details.
The following issues occur during the 1099 E-File generation process:
1. NEC Alert Missing: The expected 1099 NEC alert is not displayed.
2. TCC Window Missing: The TCC-related window does not appear during the E-File process.
3. File Name Missing: The expected file name is missing during the file-saving process.
4. Empty Text File: The generated 1099 text file contains no vendor or filing details.
5. Tax year missing.
