[Import Employer] - Open Database is not enabled after importing an Employer file without creating a database.

Steps to Reproduce:
1. Open the application.
2. Do not create or open any database.
3. Navigate to File menu click on Import Employer.
4. Import a file containing employer details.
5. After the import is completed, observe the dashboard.
6. After successfully importing the employer file, the dashboard should display the Open Database button in an enabled state instead of the New Employer button.

Note: This issue occurs in both 1094-B and 1094-C forms.

Fixed available in the version 02 build.

Working fine in both 1095-B and 1095-C FORMS.
