[PR 32bit- Win&Mac]-[DE SUTA filing]- allowing 11 digits EIN from Preparer details.

If i entered the 11 digits in the prepare details at federal taxes report screen the same allowing & showing in the DE CSV.

Fixed in both windows and mac, available in version 04
