PR-64-win- reports-state reports- Reporting Period issue for SC & MD state.

for SC & MD state the Reporting Period was showing as 
Example:- 
For the 1st quarter, it shows 32026 instead of 0302026
* For the 2nd quarter, it shows 62026 instead of 0602026
* For the 3rd quarter, it shows 92026 instead of 0902026
* For the 4th quarter, it shows 122026

For SC_State, the Reporting Period is updated.


For MD_state, still showing the same issue 62026 instead of '062026.
