[Payroll][Calculate Pay & Enter Hours] - The Hour is not retained for employee in next pay period even "Retain hours for Next Pay Period" Checkbox is in selection in Enter Hours.

Steps to Reproduce:
=> Create New Company, Load States and Hours. 
=> Create New Employee & Assign State
=> Open Distribute Hours Screen, enter hours, assign hour category and department and save
=> Open "Enter Hours Screen, Check the "Retain hours for Next Pay Period" Checkbox and close the screen
=> Open Calculate pay screen, Observe the assigned hour is showing there and create a check
=> For Next Check Creation the hours are not retained for hour categories even we opted the checkbox in Enter Hours Screen.

NOTE: The hours should retain in enter hours and calculate screen for the employee

Expected Result:
The hours assigned in the previous pay period should be automatically retained and pre-populated in the next pay period if the "Retain hours for Next Pay Period" checkbox was selected.

Actual Result:
The hours are not retained to the next pay period, even though the retain checkbox is selected.

Working fine compared to payrollach.

#REOPEN => Still the issue is exists.

The Same issue has been exists from payrollach and testintegration. In there also the bug is added and the same is resolved there.

Kindly refer the bug number 16847.
