[Transactions][Vendor Payments] - Update the logo to Question Mark for the "Permanently delete this item without affecting general ledger balances?" and adjust the size of the popup window

NOTE: Vendor Payments and Customer Payments have the logo issue and adjustment of the popup window size.

Logo is updated but need to adjust the popup window size in Vendor Payments.
