#REOPEN => Still this issue is existing in the BUILD-45.

[Reports][Local Taxes] - Incorrect Local Wage Amount Displayed for Fixed Percentage Local Tax Calculation After Setting a Local Taxable Wage Limit.

STEPS:
=> Create Company, Load Federal & States.
=> Load Local Tax or Create - Set the calculation method Fixed Percentage 1.3000 and enter Local Taxable Wage Limit 120 and save
=> Create Employee - Enter Wages, assign state and local tax.
=> Run Payroll and create Check for this employee.
=> Open Local Tax Report - Select the Local tax and view it
=> Local Taxable Wage Limit amount is not displaying in the Local Wage Column. Instead of it displays an incorrect calculated amount which is not relevant.
=> Due to this Exempt Wage Amount also effected.

ACTUAL RESULT:
=> The Local Wage column does not display the configured Local Taxable Wage Limit (120).
=> Instead, it displays an incorrect calculated amount that is unrelated to the configured wage limit.
=> As a result, the Exempt Wage value is also calculated incorrectly.

EXPECTED RESULT:
=> The Local Wage column should display the correct Local Taxable Wage Limit (120) when the Local Tax uses the Fixed Percentage calculation method.
=> The Exempt Wage should also be calculated correctly based on the configured Local Tax Wage Limit.
