Documents: Uploaded documents are not showing in employee portal and employer page as well.

If Employer uploaded doc can view in completed forms in employee portal,
if employee uploaded doc can view in completed forms in Employer Page,
both side it should work.

In salesforce payroll, completed forms screen is pending.
So for now we are keeping it on hold.
