The save button was not enabled when we changed the hour category values.

after discussing with my senior I am rejecting this bug because after modifying the hours if the cursor is moving to any another hours categories , that save button is going to be highlighted.

As per the developer comments and after verifying in the Latest build (26.0.13) production ,the save button is enabled and highlighted when we modify any hour category values.
