When creating a job with Job Number 00, the application does not save the job and displays an "Unable to Save Job" pop-up.

Steps to Reproduce:
1. Navigate to Company Info → Jobs.
2. Enter a Job Name.
3. Enter 00 in the Job Number field.
4. Click Save.
5. Observe the error pop-up.

Expected Result: When Job Number 00 is entered, the Save button should be disabled, similar to the validation in Payroll ACH.

Actual Result: The Save button remains enabled. When clicked, the application displays an "Unable to Save Job" pop-up.
