[Item Purchase] - Incorrect button enable/disable state when changing the month.

Steps to Reproduce
1.Create a transaction in Item Purchase.
2.Open the created transaction.
3.Change any month from the Month dropdown.
4.Observe that Save, Delete, and History buttons are enabled, but they should be disabled.
5.Observe that the Purchase Order button is disabled, but it should be enabled.

Note: The behavior should be the same as the Customer Invoice.
