[1099-MISC] Fields 13a and 14 display values in red instead of black after reopening recipient.

In the 1099-MISC form, under Recipients Other Information, for fields 13a and 14, when we enter the full length of 13 characters without a decimal point after adding or updating the recipient. However, when we reopen the recipient, the field values are displayed in red. They should be displayed in black.
