[4-Up Forms] No Error Popup Displayed for Recipient Without Email Address.

Steps to Reproduce:
1. Create a recipient for the MISC, INT & NEC forms without providing an email address.
2. Navigate to the File menu and select the option to email the recipient.
3. Observe that the expected popup is not displayed.

Expected popup message:- 
The following recipient cannot be emailed because the recipient does not have an email address.
Recipient: MISC Form

Note:
The expected popup is displayed in the 1099 64-bit Windows application.

Issue 2
For non-4-Up recipient forms (DIV, R, and S), the Email for Recipient option in the File menu should be disabled when selecting recipients.
