[WA State]- Deductions are incorrectly added to Gross Wages in the CSV file when a Cafe Plan deduction is configured.

Steps to Reproduce:

 1. Create an employee in WA state.
 2. Add the following deductions:

   457(b) Fixed
   Cafeteria Plan (Fixed % = 3.2, Apply to Wages)

 3. Ensure "Deduct Before SUTA" is unchecked for both deductions.
 4. Generate the CSV file.

 Actual Result:
 The deduction amounts are being added to the Gross Wages field in the CSV file.
 Expected Result:
 The deduction amounts should not be added to the Gross Wages field. Gross Wages   should be calculated without including the deductions.
