IN State Tax Report: Multiple Error Pop-ups for Missing Hire Date

Steps to Reproduce:

1. Create 2 employees without a Hire Date.
2. Run payroll for both employees.
3. Open the State Tax Reports screen and generate the CSV file.

Actual Result:
Multiple error pop-ups are displayed. For example, if 2 employees are missing the Hire Date, 2 separate pop-ups are shown. If 3 employees are missing the Hire Date, 3 separate pop-ups are shown.

Expected Result:
Only one error pop-up should be displayed, listing all employees who are missing the Hire Date. For example, if 3 employees are missing the Hire Date, a single pop-up should display the details of all 3 employees.
