[US Cloud Integration -Payroll-SC-SUTA]:-For SC -When there are no employee records in the CSV file, then the "Wage Indicator" should display "0" instead displaying as "1". 

# Note:- when no employee are there for the quarter and generating csv file then company details or submitter details should display in the 1 Record but here it is missing.

fixed as you didnt not give companyinformation before testing this bug,as its working fine.

Re-open

1. Company information is now displayed and working as expected.

2. When there are no employee details for the selected quarter and a CSV file is generated, the value at J2 position is displayed as 0, which is correct. However, when employee wage details exist for the quarter, the value at J2 position should be 1 as per the publication/specification. The expected value is not being generated.
