[PR 32bit- Win&Mac]-[WA SUTA filing]- Employer ID text box not required.

for WA SUTA Filing the Employer ID text box not required after selecting WA state the csv button should enable and directly able to generate the csv.

We have disabled the Employer Id text ctrl for WA state, available in version 04

Working fine as expected.in win need to verify in mac.
