In the case of blank only i have fixed it. remaining left it as open to to the discussion. AS a developer what we have following i have explained. From PS team got the updates. But testers not summarized.

On this i have even searched by using AI and shared the details in Desktop Apps group in bitrix. Here is the same which am sharing.

Hi All, as per my knowledge i have searched on the context of Suta state vs state Taxable applied differently. and Suta state not worked for a single state then how to considered. here are the results for the same. Wages for work performed outside of your primary state are considered out-of-state wages. If a state hasn't assigned a State Unemployment Tax Act (SUTA) rate, you usually don't report or pay SUTA tax there, but you still must account for these wages to calculate your overall federal FUTA tax. [1, 2, 3]
Handling Out-of-State SUTA Wages

• Check for State Nexus: If your employee works in another state, you may establish a "nexus" (presence) that requires you to register with that state's labor agency and pay SUTA there instead.
• Reportable Wages: If you do not meet the criteria to register in the new state, you typically report these out-of-state earnings under your home state's SUTA report or directly on your annual Form 940 for FUTA.
• Wage Caps: You must track these earnings to ensure you don't overpay; once an employee hits a state's wage cap (e.g., $10,000 to $40,000+ depending on the state), you stop paying SUTA on their wages for the year.
• State Specifics: Some states (like Colorado) allow you to transfer "out-of-state wage credits," meaning taxes already paid on those wages in another state can be credited toward your total.

After analyzing further into this about combined out of state filing got to a summary that other than DE state taxes are there then need to show here. According to that it is fixed.
