its working same as production. In production also issue, need to fix at staging, production & integration also. As we have to go for CSV for SC and NC. |

When generating the NC and SC ICESA E-File without any employees or paychecks associated with these states, It incorrectly populates the employee count in the ‘T’ Record (Positions 227–233) as 1 instead of 0. Steps to Reproduce: => Set up a company. => Add employees assigned to states other than North Carolina (NC) and South Carolina (SC). => Create paychecks for these non-NC and non-SC employees. => Generate the NC ICESA E-File and SC ICESA E-File. => Open the generated file and navigate to the ‘T’ Record. => Check Positions 227–233 (Employee Count field). Expected Result: Employee count should be 0, since there are no employees or paychecks associated with NC or SC. Actual Result: Employee count is incorrectly displayed as 1.
