[State Tax Calculations] - The Following states have State tax calculation mismatches.

UT State:
UT Single and Married shows the wrong state tax value.

Setup
PayFrequency - Weekly
Wages - 5225 & State Allowance - 2
Expected Value of 244 but it showing 650



IA State:
IA[0-1] shows the wrong state tax value.
 All combinations of pay frequencies show the wrong calculations



WI State:
WI Single and Married shows the wrong state tax value.
 All combinations of Daily pay frequency show the wrong calculations
