Summary:	[Departments]-When we give the Department name in lowercase that name is already in the uppercase. At that time unable to create a popup is showing. But in a PR 32-bit application, the dep is created.

#2. The deleted department is still visible when we update another department and then click on the clear button.

1. i have discussed with .net Team, Department is unique, Don't allow to create same Department with small letter and Capital letter. it is working like that.

2. fixed available in next build

#1.Based on the developer's comments, I am closing this bug.
